The 'Secret & Crime Special' circular was issued by the Royal Irish Constabulary (RIC), Omagh branch. It relates to Sir Arnold Lupton (1846-1930), a British Liberal Party politician and anti-conscription campaigner, who was visiting Ireland in October 1917. The circular advises sergeants of the district that, "It is desirable to know what he [Arnold Lupton] is doing in Ireland. If his whereabouts are discovered a discreet watch should be kept on him, and all particulars reported to this office."
