Pamphlet, 'Ulster Betrayed, The Startling Admissions of Eoin MacNeill' by Father Isidore B. Mooney It details: 'Early in April, 1922, Dr. MacNeill, T.D. now Free State Minster of Education, informed me that the Free State Government has come to the decision of freely handing Fermanagh, Tyrone, South Armagh and South and East Down to Sir James Craig's Government of North-Eastern Ulster, without waiting for any Boundary Commission, that the thing was already completed on or about March 30 at a Conference held in London between Michael Collins, Sir James Craig and Winston Churchill; that this agreement was fully ratified by the Free State Government in Dublin". Eoin MacNeill (1867 – 1945) co-founder of the Gaelic League was a Nationalist, Irish Scholar and politician. He served as Minister for Education 1922-25.
